I was wondering if it is possible to be located from your IP adress, i know that google can instantly locate from google maps but what about other people?

More or less. At best they'll get you within a block or so, though - it's more or less impossible for them to get your EXACT address.

Your ISP will at least reduce the IP to a state or city in most cases. If that's not geologically close, considering we are reducing your unknown location worldwide to a state/city then I don't know what is.

The 'city' that my ISP is in is three towns over and would be about a half-hour drive from my house. You couldn't feasibly find me from my IP address because there's thousands and thousands and thousands of people in the circle between me and the location my IP reports.

Those geolocation websites will give the general area of the IP.

Your ISP can (obviously) tie the IP to DHCP lease (or static allocation) which will then identify your account, which presumably will have the exact address.

However, if you are using obscure internet service providers, the attacker can narrow the range of location even closer.

Unless you're inside your ISP's office where your IP resolves to, you're fine. You'll get within a few blocks to a few miles depending on how your ISP does thier routing and such. I'm with Bell here in southern Ontario and my IP routes as one of 3 cities depending on whos giving me my address.
