Yes it can. It's one of the reasons why I use mutt, because I really wanted to have a PGP/MIME capable MUA.

Yes, you said that already, but at some point you're just splitting hairs. There are maybe one or two vulnerabilities each year. The latest two of Mutt are just pesky denial of service flaws and as far as we know, there haven't been any remote code executions for Mutt since 2011. Evolution had its most recent in 2013, but it wasn't even that spectacular.

Both MUAs are fine, especially when comparing to Thunderbird.
