No, it's Windows' fault because the Win32 file naming rules are fucking retarded. If I understand OP correctly, that bug wouldn't be a bug if Windows didn't trim trailing spaces from file names, but it does because of retarded DOS compatibility nonsense. Developers can't be expected to remember all the ridiculous rules that are used to transform names in the Win32 subsystem before they reach the filesystem.
