Does the same thing when I'm not recording, but this only happens on edge, everything else resizes fine.
Can confirm this on an i5-4690k, still lags behind a bit. I even got it to crash.

Share automatically records everything, but if you're still on ShadowPlay go into preferences and tick "Allow desktop capture".
