a friend of me has an hdd with some cp and lots of important files. what steps can he take to ensure cp is fully deleted&cant be restored while the rest of the files wont be effected

Copy your files off of the hdd that you need and torch the rest. HDDs are too cheap to risk it. Just tell your mom your old one crashed.
Shred files
Windows can do with a program
Linux has it built in
