i recently built a new pc with a r9 390.
it is super loud and reaches 90 degrees celsius easily (after about 5 min. of gaming)
is it my card or could it be something else?

Either your drivers and some third-party app you've got installed (MSI programs, maybe?) are conflicting over fan control, or you've got a defective card. Even my 390x only hits ~65C under max load.
Install Msi afterburner and set a more agrees ive fan profile.
Then get some better or more case fans
Maybe improve cable management a bit if you haven't already

The fractal r5 is poorly ventilated with only stock fans. Get fans for the top and side panels.
