Whatever it is its outdated. It takes them years to update all the systems used by typical military personnel. The top secret side of the military is a completely different story however.

the "computer" is an old school 70s era supercomputer with cards the size of motherboards. I'm not joking when I say that The college that we send all our data to, fit the entire room of computer onto a single laptop. Why not upgrade you ask? Well it has a single job and purpose and it does it good, everything is fixable, and the parts have already been bought years ago. Why change what works. Now our laptops that have teaching programs on it so we can learn about the big computer is modern.
