Would using x86bit over x64bit be a good option when dealing with hardware that has less than 4GB of RAM?
Is there a noticeable improvement in performance?

With that little RAM you'd be better off with 32-bit. You will just end up running out of RAM before you see any performance improvements.

I was hoping to see some benchmarks of performance between the 2 from a website or something but I haven't been able to find anything that would help my claim.

if you MUST use windows then use 32-bit Win 7 Starter. Or maybe XP with the US Navy support hacks.
I own a bunch of netbooks and Lubuntu makes them feel cozy. The one with a Win 7 Starter partition is *usable* under Windows but much nicer on the Lubuntu partition
Windows 8.1 32bit works fine on my Win tablet with 1gb of ram and Z3735F atom cpu.
Windows 10 runs like dogshit though. There's no way that OS can run on 1gb of ram with all the shit it has running in the background.

That said, I don't charge my girlfriend's family 'cause I want a good impression with them.
