Well it's been a while since the last update but they've got ~22% of that shit done so it's not entirely dead.

Receiving no updates is sadly of the best that could happen to a lot of software.
Sadly xfce has been looking like a dead project ever since they released 4.12.
The "what's new in xfce" thread on their forums has been dormant since june 2015.
