So... two realistic solutions for Google and Apple are as follows:
1. Sell the device without support for encryption, and enable it via an update.
2. Sell devices exclusively online to New York. Legally, the sale was made wherever the hell the server's location was, and if they have any servers in New York, they can just redirect users to another set of servers, and re-purpose those servers for something else. Ultimately, this just means brick and mortar stores in New York are going to go bankrupt.
