A big reset might not be such a bad thing. The admins and mods at most trackers are toxic as fuck, I honestly would be happy to see many of them jailed with the amount of grief they've caused people. On top of this, newcomers have an increasingly hard task of getting in, which neglects thousands of potentially valuable members.
OiNK went away because the admin didn't protect himself properly, the current bunch have a lot more knowledge about how things work and have safety measures in place, but it's far from a perfect system and somebody will take them out eventually, even if they don't manage to catch them.
Everything can start again, as seen with OiNK as you referenced. I was on OiNK, it was devastating at the time and everyone was scrambling desperately for a solution, but WCD came along in short course and it didn't take very long to get to the point where it was already leagues ahead of what OiNK ever was.
The nature of filesharing is that we have to be constantly on our toes and prepared for change, it's the best way for things to move forward.

You wouldn't know them since they're not international or big. I had over 1TB upload at bitgamer before it went belly up the first time and I had gotten that in a matter of months (my connection was only 100Mbps too). It was around the time the PS3 jailbreak came about.
On the main general-purpose tracker I use I have 20TB+ upload and a ratio of ~10. It's not like I did anything special either, I just downloaded the things I wanted and that's it. That's actual upload too, not bonus or anything.

On any PT you join read the rules and FAQ before you download anything, do at least some cursory observation of what's grabbed, how many people seed and leech stuff. Figure out if there are any easy uploads of cross-seed opportunities. It's not always piss easy to maintain a ratio but if you're sensible in what you do you'll never have any problems.

Romania and 1Gbps/1Gbps is like $13-14. It's "up to" 1Gbps (there's no way they could have enough bandwidth for tens of thousands of users pulling 1Gbps simultaneously) and speed may drop below that, but most of the time you get a solid 600-800Mbps and it does hit over 900Mbps at less congested times.
Upload speed is only "metropolitan" but judging by real-world results you get pretty much max upload to any other ISP in the country and in Europe you'll probably still get a good few hundred Mbps. So, not quite 1Gbps at all times but for how cheap it is I'm hardly complaining.

Until like the early 2000s there was nothing except shit dialup, but then private telcos became legal (don't remember the details, I was a kid back then) and there was essentially no infrastructure for them. So they started placing their own shit while competition was fierce and it never really eased up for them, now I've got 1Gbps fiber right at home. Unless you opt for some wireless shit, I don't even think you can really get anything under 100Mbps anymore.
