you're right, exponents do come first.
the issue with writing the expression without parentheses though, is that it's then open to interpretation. In this case, you would interpret the portion 2^5*2 such that it would equal 2^10. It then follows that the 2^2*7 would be interpreted the same way resulting in nested exponents.
This is why when writing math on something other than paper, you use parentheses not for functionality, but for readability.
