get two 30 dollar 8 gig sticks of ram
get a 50 dollar 400 watt power supply
get a nvidia quadro 4000 for 150 bucks or something
and you're still under budget
build a fucking case out of plywood and add a cheap heatsink and a couple cheap fans
don't fucking buy new. you can't afford it. that xeon processor cost 1600 dollars new. 110 used.
if you respond super quickly i'll go on ebay and put together a system from things ready to buy now.
