Elaborate. Ray tracing and 10-bit h264 video encoding uses 100% of my CPU. That seems pretty fucking CPU intensive to me.

Then your test is outdated or something. I played a ~30mbps 4K hevc test file on my laptop and it played lag and stutter free with gpu acceleration turned off in VLC.

Granted my CPU was hitting 80-90% utilization.

I still think your test results are inaccurate. The codec has been improved significantly and maybe requires less cpu resources to decode now.

CPU bugs are notoriously hard to shake loose due to the complexity of the entire circuit and the speed that CPU runs at. Still manufacturers would have noticed any obvious bugs during debugging so I would bet this bug requires some out of the ordinary conditions that most people will never come across. Those that are affected should be able to return their CPU and/or mobo at the very least if they cannot just install the update for some reason.
