No. Neural networks and all other machine learning methods need data to be successful. Many AI problems, like solving a maze or making a schedule, cannot be solved with these methods.
Also fuck off with any idea of "human consciousness" AI if you have absolutely no fucking idea what you are talking about and your only experience with them is watching The Terminator and reading some Buzzfeed article. There is no serious research being conducted in that area.
