No, thats a missing feature of the file picker.

On any other platform you can just drag any file into the file picker and it will select it. The Windows file picker does not support this, instead it will try to copy the file.

This is a problem unless the applications works around this by providing its own drag and drop handler. Being able to just work with a file you have open in the file explorer is a really common use case and should be always available when you have to select a file, there is zero reason why they wouldn't support this.
