Microsoft sees the writing on the walls, outside of gaming the PC market is hemorrhaging users because of mobile devices and Chromebooks and the fact that most people only consume media rather than create it.
Microsoft makes their money selling software licenses to businesses at the moment, but as collaboration software gets more popular, those functions are going to be done more and more on "the cloud", meaning most work PCs will be thin-clients communicating with a server.
What you're seeing is Microsoft shifting from selling software to selling cloud services.

Windows 7 was the last decent, but has less performance with games for me.
Windows 8.1 doesn't play nice with my SSD and randomly reboots time to time, but plays nice with the drivers otherwise.
Windows 10 plays nice with my SSD, but the rest of the drivers are pure shit. I can't wait to back up my shit and clean install back to 8.1. I'd rather it randomly reboot than just run like shit.

Same reason office is free on Android. They have no other options as they are getting squeezed out of their own market. Other OS and software that used to be a core market for MS are gaining traction and they are scared.
Same reason the Saudis are keeping up the oil production.

Windows is losing its relevancy fast as tablets and phones are taking consumers from the PC market. Soon this will creep into the office space as people are getting used to non-MS products and Google is throwing weight behind a real office substitute, especially popular and welcoming among smaller businesses who don't want to pay that much for the office pack when Google office is just as good. Smaller businesses are changing fast to the Google office as it is cheaper and more efficient to work on for teams.
IE died and now they are coming for the rest.
