8350 here my pc is silent. Hyper 212 and I'm using some generic shit fans I got from microcenter. One fan on cooler and two in tower. I get 13-16 Celsius in Speccy on idle so I know its standard temp. Key thing is fans.

Fans can be silent in the right configuration and case.
Silence is all about cooling. You can cool anything silently.

You could undervolt and underclock them slightly and slap a beefy tower cooler on them, like a Thermalright Macho with a 140 mm fan. Should have no problem cooling your CPU while not being all that audible, especially if you set a fan curve.
