I just built a computer. It booted up to a bootable Windows 10 usb. After the first restart it hasn't been able to boot. I just get a black screen. The monitor is not getting a signal

That's the most blank, stupid and mostly false statement I ever heard. Emulators need high performance per a single thread so higher clocks - > more performance. Dolphin does only make use of 2 cores. But most i7s have more cores and higher clockspeeds so what you said is just wrong. HT does not magically lower the performance just because you couldn't afford an i7.
