Well, MotionJPEG was a thing before even H.261, and I-frames were more convenient for editing. H.263 and H.264 were both a little too late, but the real "why" is something I don't understand myself.

Intel are still building it in, but several other SoCs are leaving it out. It's the two pools thing - and HEVC Advance charging per-distribution royalties - that will kill it. By the time anyone would consider widely using it, NetVC - the generation after HEVC - will render it obsolete like Opus has for AAC.

JPEG2000 looks great at low quality, but most images on the internet can afford higher qualities and the advantage shrinks. In fact, at very high quality it flips and JPEG2000 ends up worse. The main problem is that the JPEG2000 wavelet and most encoders are optimized for PSNR, which tends to severely blur images. And yes, the patents, though I think they are now expired.

In 12bit XYZ color space. It's a really stupid format but disk space doesn't matter because digital movies are distributed by mailing hard drives. The rumor is that the weird file format would be harder to pirate.

The reason nobody pirates DCPs it's because they're encrypted. The decryption keys are sent hours before the movie is exhibited and the system won't decrypt the video unless the whole projection chain is considered "trusted".
