A big part of it is just that hardly anyone has internet that's capable of seeding at all. Sure 99% was an exaggeration, but if just 25% of all users coming from one source were all damaging the community, then they might as well just block it off completely. Private trackers are just a hobby for the staff, they're not gonna put up with shitty users if they don't have to.
