Mint is based on Ubuntu and MATE is just another DE. What mate tries to do, (simplistic yet full featured and easy to use environment) cinnamon does just as well. They both use sinilar resources as well.
Difference? The standard version of Ubuntu is with Unity. Unity users have a much larger support group and community. If you're using mate or any other DE besides unity, if you encounter a problem, it may take much longer to get a fix or an answer because if the smaller community.
Cinnamon was developed side by side with Mint as the standard DE. Seeing as cinnamon and mate are so similar, why use the one with a smaller following? Cinnamon is to Mint as Unity is to Ubuntu.
Just my thought process personally. Other than slight appearance differences, they're the same as they're both based on Ubuntu.

With the exception of Ubuntu, every Linux distro is deprecated. Unity 8 / Mir actually has a chance of being a mainstream desktop OS.

Linux Mint 17.3 Cinnamon.
Seriously. Everything works out of the box. Full Ubuntu functionality. Cinnamon is light weight yet still easy to use and fully functional. Requires the least amount of ricing to make it comfy and productive. I use it full time on my laptop and 2nd desktop for Uni and work and the ONLY time I'm booting into Windows if for gaming or to use a program that only windows has/The linux variant is terrible.
As long as the machine you're installing it to isn't an ancient pile of shit with 1gb of DDR and a single core celeron from the early 2000s, you should be fine.
I've installed it for several people who needed a just works setup for basic use. Even runs fine on my co-workers laptop. C2D, 3gb ddr2, 5400rpm drive.

Ubuntu Mate is the best *buntu. It's just as light as Xubuntu, but more stable, prettier, and better updated.
Mint Mate is almost exaclty the same, but with slightly different repos and another support team. I find them both nice to use at a desktop user level, so it's just a matter of what support team you prefer. The Ubuntu MATE team is smaller but their objectives are simpler than those of the LinuxMint team.
My final answer would be: if the OS you have right now works fine, don't change it.

Cinnamon works well (on LinuxMint only, in other distros it takes a bit of work to have it run nicely) but I don't like their error policy. If something goes wrong you usually get a "something happened" kind of notification and that's it. Other DE's actually show you what's happening and you have a better chance to fix it.
Also, Cinnamon is not lightweight at all. It's half the ram hog of GNOME3 or KDE, but that's still a lot more than mate, even mate + compiz.

What lag exactly? I've yet to have an issue and have installed Mint on various machines. Many of which were rather underpowered machines.

Over 2200 packages on clean install, Cinnamon often idles at 700 - 1gb ram. It is slow, laggy and limited rice potential.
Xfce allows for borderless windows in tiling and stacking hybrid built into the DE. It idles at like 270mb and is fast as fuck.

Well as I said in a prior post, if your machine isn't ancient, why does ram usage matter? Im not saying itd be okay for an OS to use 2gb ram to idle, but I feel your le not giving Mint enough credit. Windows look-a-like. Full oob functionality. More packages by default? Yes. More ram usage than a stripped down Ubuntu variant? Yes. But all a trade off for better oob experience. Not to mention larger community.
One could argue that Arch is less ram instensive than your xfce. (not advocating, just saying).
Personally with my smaller desktop that only has 4gb of ram, mint only uses around 750mb of ram with VLC player and firefox open with multiple tabs. Granted I only use 3 addons for FF but still. Saying 1gb idle is a bit exaggerated.
Maybe because I'm installed in an ssd? But even that is subjective because like I said, I've installed it to several laptops and desktops with slower mechanical drives and ither than the standard slower boot times, the OS was responsive without a hitch.
Maybe a driver was acting up for you? Im not mocking you or poking fun just curious. Having tried various *Buntus, I'm rather comfortable with Mint.
