I think the OP's point is that Windows is still a clusterfuck of idiocy and poor design that requires a restart for every tiny thing, even if that thing isn't a core component, largely because Windows is so bloated and contains so many layers upon layers that nobody, even Microsoft, understand how they really all interact and it's just easier and safer to restart the entire fucking system to start a service and make some DLL's available.

I am talking about these "Windows Features" shit.
.MSI uses it.
Basically it says "I need to have feature X to work/run".
Then you have to install X, and reboot.
You cannot just unpack the installer.
Of course the files are all there, good luck with disassembling the MSI (with Orca?), and copying everything in place.
It's not the end of the world, but it's still ...just silly.
