Looking for software that will permanently block all porn even f I delete the program, do you know of any? I've only been able to find shit I have to pay for.

Why do you want that?
Only real effective way to do this is on the router. There are some that would be able to tap into a list of domains. Or you can use opendns which can block by keyword but it's going to be very hit and miss just in case you look up anatomy.

You'd have to do a white-list only proxy to be even marginally effective, and maintaining the list would be a full time job. Also, it would severely hamper your ability to use the internet. 4 chan? It would be blocked. And getting around the block would be trivial. There is a reason that services to do this cost money, can't be controlled by the user (you need a separate administrator), and are only effective in a single location.

Discipline can be gained. In my case I put myself in a situation where I couldn't help but learn discipline. I moved out and forced myself to get a job after years of pampering.
Other people find success with forcing themselves with the threat of embarassment. i.e., if someone is overweight they'll start working out with someone else. Eventually it just becomes habit and they get ripped.
In your case, if this is really all you need discipline for, there are programs that will send your history to other people, for example your mom or your boss.
This is the only long term solution. If you really want to watch porn and there's no one stopping you, you're going to do it.
Even if he blocks it at the router, he'd be able to disable that again. Any filtering he can install he, by definition, will be able to remove again.

Why go for software when there is a hardware solution?
Or you could go buy a decent chastity belt/cage, then give your girlfriend or whatever your key. Wouldn't stop you from looking at porn, but it'd stop you from fapping, which seems to be almost as good.
