I want to make a vpn on my vps which is running debian, do I use openvpn or pptp? He's American and needs it for watching sport in Australia and ordering cheaper plane tickets.

If you want to be not be blocked on websites you need to use fresh proxies. VPNs are all blocked because 10000 people used them before.
