It's a list of commands. It adds the Tox repository to aptitude (which tells me it's meant for Debian and Ubuntu), then adds the key and updates your repository database.

Adds the repo with the tox software on it. So that it can be installed/updated from apt-get etc.

adds the key used to verify software downloaded from that repo.

the tox repo is hosted on a https server and not available by http as apt repo's usually are. apt-get/aptitude etc can't use https out of thet box. Installing apt-transport-https lets them do this.

downloads a up to date list of all the software available in the repos you have loaded in the system.

There are always several clients for a protocol on a platform giving you freedom of choice. Why gimp yourself from the start?
