Desktop Windows was an Application until they shifted off the old DOS to Windows 2000.

Well it sort of was, but they bought it outright and only tacked stuff on to it for the next decade. Their one attempt at a rewrite, DOS 4, was supposed to be multitasking, and ended as a gigantic failure.
