Someone who has been using the internet since before www took off, and uses a username that is generic as fuck is not likely to recycle their username on many sites. If this were real he wouldn't use an outlook email address nor his real compuserv one; he would use his government one. Also it is clear from your search result he is a researcher so he wouldn't be involved with the enforcement side of the DEA anyway.

The scan of the file on virustotal show it was analysed a lot of time already, and obviously didn't contain virus.
So it's just a prank? Not some haxor form of exploit through Drive?
