For ex if Ubuntu has a bug in its version of Bash does that count? Or are they counting Unity bugs?

It's public info. Look at a few of them and how they're placed in categories if you want individual CVE info.
I know people are going to point out the separate versions of Windows there because they're faggots but the majority of the vulnerabilities will be shared over Windows versions, just like they would be shared over OSX versions, but individual Windows versions have more presence than individual OSX versions, so it makes some sense.
If you were to combine all the Windows versions and then have unique vulnerabilities only then it's highly likely it would still be under 200 anyway.
