Check yours when the card isn't under much load, chances are it'll be the same. Once the card is under heavy load it'll go up to whatever the slot is capable of. GPU-Z even has a load test for this purpose, you start it and then check.

it reads a value hardcoded into the chip, which the manufacturers use to determine what voltage ranges need to be set for your card to operate at stock speeds. this though can and is bypassed by add-in vendors who make their own BIOSs

It actually isn't useful at all for determining overclock capability, lifespan, or anything like that.
