I want to buy a 9600gt because my integrated graphics crashes once in a while. Plus it has an S-Video out which can allow me to connect my awesome CRT TV.
It is an XFX, can I still count on it despite being used?

I had the 9800gt version of this when they came out by XFX. It lasted me about 4 or 5 years of very heavy use so you should be good to go.
best range is $90 - 120
you can get something that would outperform the $30 stuff by a factor of 3 - 5

XFX is great. Pretty sure the 9X00 series was still under the double lifetime warranty, so if you buy it from the original owner you'll still have a lifetime warranty.
That said, you can pick up the more powerful 8800GT/9800GT for $20-35.No sense in paying the same amount for the 9600.

Wouldn't a freaking newer Intel HD graphics outperform the 9600GT at this point? I remember that card was kind of shit when it came out. I had an 8800 GTS around then.

I just threw away a 9600gt someone gave me. Fucker ran at idle at 75 and didn't have a pwm fan so it was 100% all the time. Totally useless.
