Dude, for starts it could be a MASSIVE array of things. I recently had a ping problem that developed out of absolutely nowhere but it was fixed as soon as I factory reset the modem. Go into the Modem's IP and factory reset it. Go from there.

Do the same range of activities cause the problem?
Does the problem start/stop at consistent times?
Has the system worked properly before?
Start by resetting everything and stripping the network down to simply two connecting nodes, then try to trigger the problem.

Could be spikes from your Electric company polling your electric meter for usage details.

I remember having a network issue on my virtualization server where only OpenBSD systems would work. FreeBSD, Linux, and Windows VMs wouldn't get past my home router for some reason. Still never figured out the issue, even with complete packet inspection.
