He could use the private (civil) law apparatus to collect evidence of the assault, then bring criminal charges for assault. The police wouldn't be involved in the initial investigation, so they couldn't fuck with evidence.They couldn't bury the case either as the burden of proof for winning a civil suit is nearly the same as the burden for bringing criminal charges.
