More legroom if it is on the table. More space on the table if it is on the floor. If your floor is carpeted, it is better on the table because of static and dust.

i have long wires and put it outside of the room

i don't have to listen to the fans, i don't have to be heated up by its exhaust, and i only have to rarely look at it

Under the table will collect more dust, you'll have less leg room if you have a small desk, working on it/adding hardware/even using USB will be significantly less convenient.

On the desk but close will be louder, less desk space if you have a small desk.

If the computer is against a wall, it's really easy to hide the cables.

I have mine under the desk so it can't possibly fall off the desk. Also resting cold feet on it during winter days, comfy as fuck under load. Dust isn't a problem at all, I rarely have to clean the filters.

Ever heard of desk grommets and desks that come with them? And under desk cable trays and desks that come with them?
I got 2 desks, they were literally called computer desks, with grommets and trays, in an L-shape and the only cables I ever see are my phone/tablet charging cable and my keyboards cable. I really want to post pics, and to be able to shitpost on my /bst/, but I'm not home.

On top of table so you can easily see if it catches fire. If it were below the table, you'd have to wait for the smoke to billow up and reach eye level. The pros keep their computer at eye level just in case.

My tower sits on the floor (that's carpeted) but on a piece of wood for stability and shit like that. Solves the problem.
