Install custom resolution utility by toastyx and add the refresh you want and resart your PC, change refresh with control panel

Right click on my computer > manage > device manager (or run then type devmgmt.msc) and go to monitors and properties. In one of these tabs you should be able to select the refresh rates that your monitor can handle.

This. Most 60hz monitors can be overclocked to 75hz, and some 144hz panels can reach 165hz.
After some googling, I've found out it's impossible with AMD's current drivers.
You can however do it if you install some mods like mentioned above.
right click on desktop> resolution (or something similar)>advanced settings> find the refresh rate option
this is assuming you are upgrading to a higher refresh rate eg 60>144

Don't use catalyst or radeon. All you need is the AMD driver. For refresh rate, advanced settings in my computer. Let windows handle it.
