Not at all. Multi gpu issues + it always takes a while until games are crossfire supported. One 390 is the way to go

You're right to degree , the thing is amd drivers have more overhead than jewidia , so they don't cope so good with weaker cpus.
I've observed this with two machines with old e5450(3.6ghz)/x5470(4ghz) cpus my machine had r9 290 and x5470, and my brother has 560ti and e5450.
In Cpu bound games on same settings r9 290 had more stuttering than 560ti , I could of course crank up r9 290 way more and framerate would remain the same but so did the suttering.
Now with 4460 r9 290 is seeing much more consistent performance. (got a mad deal , wouldn't upgrade otherwise)
You can overclock fx quite a bit tho.

Skylel i3 can be an option as you can oc "locked" cpus quite a bit, but mobos that can do that ain't on the cheep side
