I have 8.1 and nothing has been downloaded and I don't have any "install windows 10" anything. I didn't change my system configuration since last year so I think this is more of a problem for people who can't properly manage a computer.
At minimum you should run the spybot anti-beacon or one of the scripts that do the same thing. But be careful some of the scripts disable unrelated security services like UAC.

This really is a thing. I tried windows 10 for about a week after its official release and I just couldn't stand it. I was playing witcher 3 at the time and the game and the drivers were crashing every fucking hour. Phantom Pain was the same. I didn't see a SINGLE improvement over 8.1 as well in anything and every once in a while my bandwidth usage would have some spikes without me doing anything, probably the nsa shit.
