That's quite uncommon. I do that as well, though most people ask "how did you do that, femanonanon?".I started using it because the scrollwheel broke on my old mouse and had no other option (besides dragging the scrollbar with click 1, lol). Since then even on my new mouse I use it (: It's just better.

there is only one acceptable way. use a (non-free-spinning) scroll wheel the usual way, disable smooth scrolling.
the scroll wheel click can't be used for scrolling, you need that for the actual click functionality (opening new tabs).

I've never seen autoscrolling have a toggle, it usually disables when letting go of the middle-mouse button. But I see how that can get annoying if that's the case.
