I dont have any experience with the Cintiq, however i know they make really, really nice tablets for drawing.
The surface book is using a bloated OS and poor quality hardware, avoid it for anything at all.
The iPad Pro is mediocre at best, however that Apple Pencil is fucking phenomenal, its the most comfy and useful stylus i have ever had the pleasure of using.
I personally say Cintiq, but maybe test out an iPad pro with the pencil first.
I have an SP3. Planning to upgrade to SP4.

A word of warning though, the Cintiq is definitely the heaviest so it isn't as suitable for mobile use.
although I am an amature artist I can safely say wacom tablets are the best drawing tablets out there

I know I am absolutely amazed by the drawing experience the iPad pro offers, as an actual artist. When paired with my workstation. It's fucking crazy.

the Surface Book has a discreet NVidia GPU and more batteries in the keyboard. The Surface Book without the keyboard is actually thinner than the Surface or Surface Pro.

Look up astropad, it's incredible and I'm not even an applecuck. Vastly prefer it to my cintique and it was way fucking cheaper.
