This is cheaper and better. The monitor may only be 24" but it's 144hz, which makes it better, IMO. There's also a Hyper 212 in this one.

Don't buy a Z170 mobo to use a Skylake dual core... Some games don't work properly with just a dual core, and some people think that the games more games released over the next year will require a quadcore, minimum, especially when you consider DirectX 12 can leverage more cores than DX11. The i3 is barely better than an 8320 in DX11; it's going to get crushed in DX12. I don't give a shit what techspot says, do not buy an i3 to pair with a 960 or better.

I had to build some single purpose clusters out of shitboxes before, and used 8350s. The third party cooler won't help at all over what it comes with. You give these enough space for the stock cooler to work, or go with water cooling. Anything in-between is wasting money.
Also, aren't there a really old core by now? I have a hard time believing these are still the bang for the buck after > 3 years on the market.
