Look into using some kind of template system. One easy way is to use php, u can have 1 file for header, 1 file for footer, etc and then plug those files into ur content pages. Look into php includes.
You can use the "content" property: https://developer.mozilla.org/en-US/docs/Web/CSS/content

Webpack if you got a big webapp or simple fucking script in your package.json can do most of the job
At the very least use gulp. Often a hundred times more logical and effictient than grunt
