What is the best computer build with a price limit of $1000?
I currently have an outdated Alienware and I really don't want another one, yet I see so many mixed opinions on custom builds I can't come to a solution.

You do realize the "faster parts" are $200-$300 more expensive, don't you?
The only difference between the locked and unlocked i5 was that you could OC the unlocked one.
Now that you can OC locked i5s, it makes way more sense to put that money towards cooling and OC it to the same speeds for the same performance you would've gotten out of that much more expensive chip.

Also the Define S is a god tier case. It's a Define R4 with the 5.25" bay removed and the drive bays rearranged for better airflow and cooler compatibility. It being so cheap only adds to how fucking great of a case it is.

How much are you saving?
Base clock overclocking is also fucking shit and extremely finicky because it overclocks everything. Multiplier overclocking you can separate your cpu/cache/ram clocks individually and fine tune it.

With Skylake CPU OCing all you really gotta worry about is your RAM clocks. The whole reason it's possible now is because it's not affecting as many components as it used to with sandy/ivy/haswell.

The 6500 can be OCed to the same speed as the 6600k so it'd perform basically the same.
Also keep in mind the 4790k is stock clocked higher than the non-K haswell i7s, so the 4770 and 4790 would be even slower.
