Whats most important for memory sticks?
Capacity?
Speed?
Timings?
CAS Latency?
Should i go for one of these ddr3-1600, 2x4gb sticks with lower timings and CAS latency.

it doesnt matter anymore, you arent going to notice the difference in speed or latency.
the only time you would go for a higher speed is if you are going to overclock, but even then its not really a requirement
lower CAS number is better but nobody really gives a shit anymore.
buying 2x4GB sticks is a bit dated, you might as well go 2x8 now. i mean i'm still running 2x4 and it's fine but i want to get into ramdisk shit in the future so 8GB isn't gonna cut it.
do those heat things at the top of ram sticks actually do anything or is it just for show?

Capacity is the only thing that matters right now. While RAM is fast, the CPU cache is faster by orders of magnitude. RAM is mostly used as an intermediary between disk and CPU cache.

If it's a good brand, you can run RAM at tighter timings than advertised, SPD timings are only for advertising purposes most of the time. I'm able to run Corsair DDR3 1600 at 9-9-9-24 1T without any issue
As long as it's at least 1600mhz ddr3 then all I give a shit about is capacity. I have 6GB right now but I wish I had 16GB to be honest.
If you're going with an amd a series APU, memory speed matters. You'll get another 10-15fps with 2100mhz ram instead of the 1600

Latency is a function of speed and CAS timings.
A CL11 2133mhz kit has 10.34ns true latency.
A CL7 1333mhz kit has 10.5ns true latency.
