python is used for anything from web development, to creating software. It is mostly taught because it's easy to learn. Often used by scientists because it gets the job done, easy to learn and there are good scientific libraries.

Its an excellent reference book and gives it to you straight. instead of softening up the material
You have to know what you're looking at to get something out of it.
Why would anyone do that? Well lets say you have an ok idea of how a C4.5 decision tree algorithm works but are not sure how to formally define it in a way that gives you a good idea about how information entropy is utilized to speed it up. This book will give you the basics + much more.
