Why does it matter? I have 6gb ram and even at peak load my firefox never exceeds 1gb usage.
It caches ram in advance for add-on container and whatnot. in the end when you have double digit tabs, it uses less ram than Chrome and IE11 when you consolidate the processes.

Mac gimps any non-safari browser. It's Apple's fault. They do it to make people use safari even if other browsers are better initially, the OS does what it Can to make it slow

While that doesn't look too bad on its own, it *is* just over 100 MB more than my own Firefox uses with only a blank page open.
Perhaps you should look over your settings and add-ons.
For example, disable any kind of Telemetry and stuff that may make network requests on launch.
Also uninstall any unnecessary plugins and extensions.
If you're not afraid of change, you could also replace NoScript with the superior uMatrix – it uses less resources.

I feel like my question was pretty simple. I don't want this guy to tell me a whole fucking story about how he troubleshooted and ruled out 2 of 3 explanations (or maybe all 3 and found a 4th).
I just wanted an example of what the OS does to make it (non-Safari browsers) slow.
