Back when the Extreme Edition processors were announced, Intel had labelled them as Core i9 prototypes. Once the marketing department got their hands on the chips, they decided to re-brand them as Core i7 Extreme Edition chips. Thus, the Core i9 branding was dropped and never considered again for the Core i micro-architecture.

The marketing department probably thought 9 was a lame number in comparison with 3, 5, and 7, or they probably just wanted to use "Extreme" in the name.
To be fair, 9 is kinda funky compare to 3, 5, 7 because unlike the latter three, 9 is composite
