Case? Fine. PSU? Iffy. Motherboard? Ok. Cooler? Fine. HDD? No. RAM? Gamble there. Video card? Depends on the bother to you.
What about sites like Aliexpress, that ship from China? They have 780 Ti's for like 100 or 200. Are the cards fake or something?

Cards are all fake from there, they flash the BIOS of the card to fake the model, usually just an older chip in the card.

I got a used 550 ti from a friend that never had any issues and my current card, a 750 ti, is refurbished, I wouldn't really worry as long as the seller has a good return policy

Depends on the part.
CPUs: definitely. Motherboards: maybe (if they are guaranteed to work, yes), storage? Hell no, GPUs? Usually not, but if you can guarantee they aren't ex BTC miners then okay. PSUs? Nope. Cases? Why bother? Coolers? Yes for air coolers, no for AIO liquid coolers.
I haven't bought a computer part in almost 10 years.
