I think you're thinking of NT and the NTDVM, which did handle DOS software in exactly this way. I believe 9x did have virtual machines, but not on the level that NT did, and it was very vulnerable to misbehaving software.

have you ever even used NT 3 or 4? from experience I can tell you that it has about jack shit in common with 95 and 98 other than the interface and the ability to run well-behaved windows and DOS applications, even basic tasks like system management and driver installs are quite different, and under the hood it's not even close to either
2000 on the other hand is a direct evolution of NT4 but with much better application compatibility and user friendliness enhancements like plug n play
