Doesn't matter, though, JS is going to kill it soon. Frontend Frameworks like Angular 2 and React that can be rendered serverside will be the downfall of PHP - it will be... well, not glorious, but at least an improvement.

PHP7 is out, and is fast as fuck. HHVM does a very good job too. If PHP gets a replacement, it will be possibly in the form of Hack, possibly Python, but the current frameworks for Python are crap.

Having just finished a decently sized project in PHP, I must say it's actually pretty ok. My project didn't have anything to do with web though, which is what people usually use PHP for.
But let's be real, it's 2015, you shouldn't write your shit in flat PHP anyways, just use a proper framework like Symfony or Laravel. Don't blame the language for 10 years of bad development practice.

It's not just PHP as a language that's a mess, its the people who write it. Every dev has their own inconsistent "style" (I've never seen a language that allows you to deviate so much from one person to another) and as long as something works, they don't like to fuck with it no matter how many security holes or outdated some code may be.
PHP 7 is honestly a good improvement, but it still feels like an ancient thing only 40+ y/o's would use to, just because they're conservative.
