3200mhz with CL14 timings has incredibly low latency. These DIMMS are using mass production chips, and they're not even close the highest binning available. A year from now the situation will have improved even further. We're looking at actual latencies dropping well below 10ns while bandwidth massively increases.

Those are the stock timings. Most ddr4 now have Samsung chips which are overclockable to 3400 cl12, or 3800 cl 12 if you're on skylake. ddr3 can't even hope to compete. It's literally the same price but with worse performance.
